January 7 Board of Aldermen Meeting Overview
At the January 7, 2025, Board of Aldermen meeting, the Department Head Report was presented by Director of Public Works, Phillip Lilley. Lilley emphasized the preparations Public Works is currently making before the projected winter weather. He also highlighted the recent accomplishments of his department through the installation of 68 bollard dimmers along the Arrow Drive walking path, street striping various intersections, and planting wildflowers along the Clinton Raymond Road/I-20 ramps. In addition, Lilley thanked the residents for participating in the fall citywide cleanup and hazardous waste days which collected over 70 tons of waste.
Chief of Police, Ford Hayman, was approved to accept donations for 11 tasers and two drones from Birdsong Construction and nine stalker radar detectors from the Natchez Trace Park Rangers. These donations will put a taser in the hands of each patrol officer and equip half of our patrol fleet with radar detectors.
Chief Jeff Blackledge received approval for a LED lighting project at Firehouse 1 and Firehouse 3 which will save the city $5,700 per year in energy efficiency.
WGK engineer Greg Gearhart updated the City on the Big Black River Sewer Project, asking for approval to advertise for bids to lay the pipe along the easements. The anticipated first phase of this 12-month project will begin in late April with pipe delivered by summer.
Director of Community Development Roy Edwards presented various discussion/action items, including the approval of dimensional variances for the reconstruction of the Murphy Oil on Hwy 80 (in front of Wal-Mart), and Kidz 1st Level Center on Springridge Road. A site plan was also approved for Amis Lawn and Landscaping to expand to a new location on West Northside Drive.
The Board of Aldermen also voted to approve the preliminary plat for Kirkland Development along the Clinton Parkway. Previously the Board denied the rezoning of the development from R-1 (single-family residential) to MU (mixed-use). The preliminary plat presented to the board was consistent with all zoning ordinances for R-1. The Board expressed concerns for drainage and access to the development through the Kentwood subdivision which will be closely monitored throughout the remaining stages of approval.
The City of Clinton will also be updating the Comprehensive Plan with the assistance of CMPDD. The Comprehensive Plan has not been addressed since 2018 and should be revisited and updated every five to ten years.
